What is MGNF?

The Mahatma Gandhi National Fellowship (MGNF) is a two-year Certificate Program in Public Policy and Management designed by the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, and implemented through top IIMs including IIM Udaipur. It is part of Project SANKALP, a World Bank-assisted initiative focused on improving skill development ecosystems in India.

This fellowship provides young professionals an opportunity to work at the district level across India to design and support skill development strategies and foster livelihood enhancement in rural regions.



Program Design and Structure

The MGNF is uniquely structured into two complementary modules:

1. Academic Module

Conducted over 40 classroom days at host IIMs, this module delivers interdisciplinary learning in:

  • Management Methods in Public Policy (35%)

  • Soft Skills to Navigate Public Administration (31%)

  • Public Policy and Economic Development (17%)

  • Skills and Livelihoods (18%)

The pedagogy includes case discussions, exams, and guided reflections that bridge theory with ground realities.

2. District Immersion Module

Fellows are placed in selected districts where they:

  • Engage with State Skill Development Missions (SSDMs)

  • Create district-level skill development plans

  • Receive mentorship from IIMU faculty

  • Participate in integrative workshops and regular reviews



Eligibility and Selection Criteria

To apply for MGNF, candidates must:

  • Be Indian citizens aged 21–30 at the time of application

  • Have at least a Bachelor's degree (any discipline)

  • Be proficient in English and one or more Indian languages used by state governments

Desirable Profile:

  • Interest in rural development and policy

  • Preferably 3 years of work experience in social/non-profit sectors

  • Adaptability, perseverance, and initiative



Application Process and Deadlines

Applications must be completed in one sitting and include:

  • Statement of Purpose (max 800 words)

  • Two references (academic or professional)

  • Valid documentation including 10th, 12th, Graduation (and PG, if applicable) marksheets

  • Caste/EWS/PwD certificates if applicable

💡 Application Fee:

  • Regular: ₹500 + GST

  • Early Bird (before deadline): ₹400 + GST

📝 Note: Applicants must already have their degree results at the time of applying.



Fellowship Benefits and Financial Support

Selected candidates receive:

  • Year 1 Stipend: ₹50,000/month

  • Year 2 Stipend: ₹60,000/month

The program is fully funded by MSDE, covering all academic and immersion expenses.



Languages and Location Preferences

Applicants can choose a preferred state for placement based on language proficiency. Final placement, however, is determined by:

  • Language ability

  • Interview performance

  • Fit with MSDE priorities and district needs

Languages include Hindi, Bengali, Tamil, Kannada, Malayalam, Punjabi, Marathi, Gujarati, Telugu, Assamese, among others.
